Laws & Regulations
The OSPR Legal Unit provides confidential advice to the Administrator (a Governor appointed position), primarily related to the Lempert-Keene-Seastrand Oil Spill Prevention and Response Act. The authority of the Administrator is generally found at California Government Code §8670.1 et seq. Legal matters include enforcement, regulatory compliance, administrative hearings, natural resource damage assessments, legislation, statutory interpretation, public records requests, and litigation support. The Legal Unit also provides advice regarding the pollution and wildlife injury sections of the California Fish & Game Code.
The Legal Unit annually publishes a Compendium containing the Lempert-Keene-Seastrand Oil Spill Prevention and Response Act (as revised) and a few other related laws. California law can also be found at:

The Legal Unit oversees the promulgation of regulations by OSPR. The regulations are found at Title 14 California Code of Regulations §790 et seq.
