Scoping Sessions

In 2014, Governor Edmund G. Brown expanded California’s oil spill prevention and response program to cover all statewide surface waters at risk of oil spills. This expansion provided funding for industry preparedness, spill response, and continued coordination with local, state and federal government along with industry and non-governmental organizations. Senate Bill 861 authorized the Office of Spill Prevention and Response (OSPR) with the statewide expansion and regulatory oversight. OSPR held the first of three scoping sessions in Sacramento on July 28 in an effort to gather public and industry input on regulations for the expanded program in the inland areas.

The following videos capture the July 28 morning scoping session which focused on oil by rail issues of the new statewide oil spill prevention and response program in Sacramento.

The afternoon session focused upon production facilities and pipeline issues.
