Boundaries: This area is bounded by the mean high tide line and straight lines connecting the following points in the order listed except where noted:
34° 27.00' N. lat. 120° 28.28' W. long.;
34° 27.00' N. lat. 120° 32.15' W. long.; thence southeastward along the three nautical mile offshore boundary to
34° 23.96' N. lat. 120° 25.00' W. long.; and
34° 27.19' N. lat. 120° 25.00' W. long.
34° 27.00' N. lat. 120° 28.28' W. long.;
34° 27.00' N. lat. 120° 32.15' W. long.; thence southeastward along the three nautical mile offshore boundary to
