Re:      Draft Notes from the February 21, 2007 Lake Davis Steering Committee meeting held at Portola City Hall

Voting Members Present: John Ball (Rotary), Jim Murphy (City of Portola), Bill Powers (Plumas County Supervisor, District 1), Steve Clifton (Leonard’s Market), Fran Roudebush (Lake Davis Coalition), Jerry Dollard (Dollard’s Market)

Public Comment: Fran Roudebush requested information be found on a well near the creek that takes water from the creek, she noted that well should be included in testing.

Jim Murphy commented on correspondence from Bob Baiocchi relating to meeting access and noted that the issue would be placed on the next agenda for discussion.

Project Directors Report: Ed Pert reported on outreach programs being conducted by DFG in support of the Eastern Plumas County area.  He noted that there had been info on the community at the Sacramento, San Francisco and Reno Boat and RV Shows.  He also reported that Trout Unlimited was working on a “trout in the classroom” program.

Mr. Pert continued with a report on the February 8 workshop and explained that future workshops would b held on chemicals, groundwater, project logistics and operations, and economics.  The possibility of a claim filing workshop was discussed and it was determined that the Steering Committee, not DFG was the appropriate body to hold that workshop.

Workshops:  The Committee members continued to discuss topics for future workshops going over the list provided by Mr. Pert. 

Steve Clifton suggested there was a need to report that medical problems could come from many other environmental stresses besides a treatment of the lake noting studies that show many food additives may cause medical problems. 

Fran Roudebush brought up a possible opportunity for a Cal Fed Grant entitled environmental justice she also noted that and fish that survive the treatment should be held for later studies and commented on the sores that the fish had after the last treatment.

Media Coverage:  The Committee noted that the DFG outreach program should help with the media coverage issues.

Chemicals: Ed Pert reported that the chemical formulation had been selected noting that since the chemicals were manufactured solely for the project they did have a back up plan if they ended up needing more.  He explained that there should be enough of the selected chemical formulation and that they had allowed for the use of safe amounts of nocksfish.

Fran Roudebush commented on the formula and the statement after the earlier treatment that Prop 65 chemicals would never be used in the lake again. Mr. Pert did concur that Prop 65 chemicals were in the formula.  Ms. Roudebush also requested to have a list of the chemical make-up of the selected formula.

Well Testing: Plumas County reported that well testing would continue with the wells that are currently in the program.

Fran Roudebush indicated that the March, GLRID and Bishop wells would need continual testing and that she felt they should be tested daily for some time around the treatment.  Other Committee members indicated that the specifics of testing should be left up to the experts.  It was finally suggested that the property owners should work with Environmental Health to agree on a testing schedule.

Trust Fund Monies:  Fran Roudebush questioned if Plumas County was going to utilize funds from the trust for the treatment plant.  She noted that there is a timeline to requested state funds through the legislature and that securing funds to pay claims should be completed now.

Agency Reports:

DHS  - Dave Spath reported that they were holding a workshop in the evening to discuss concerns with drinking water.

USFS – Lynne Ingram reported that the Forest Service would be issuing the special use permit and would implement two forest closures.

DFG – Ivan Paulson reported that Mike was leaving the position in Portola and would be replaced.

DWR – Lake levels are at 5765.35 elevation, 50,000 acre feet with 23 cfs being released.

City of Portola:  Mr. Murphy reported that the City was working on mitigation with DFG that would help support two wells for the City.

Other items and agenda items for March meeting

It was noted that the bag limit for Lake Davis was being increased from 5 to 10 and that now if a pike was caught, killing it and returning it to the lake was acceptable. 

Set next meeting date:  The next meeting was scheduled for 1-3 pm on March 19 at City Hall.
