Re: Draft Notes from the October 17, 2005 Lake Davis Steering Committee meeting held at Portola City Hall
Voting Members Present: Fran Roudebush (Lake Davis Coalition), John Ball (Rotary), Jim Murphy (City of Portola), Bill Powers (Plumas County Supervisor, District 1), Terry Bergstrand (Plumas County Sheriff)

Minutes: It was moved and seconded to approve the minutes of the September 12, 2005 meeting. All voting members present voted in favor.
Project Directors Report: Ed Pert reported on attendance at the recent scoping meetings and explained that the department had received proposals from consultants for the CEQA/NEPA process and interviews would be scheduled for the following week.
The committee discussed the need for the committee to act as an independent monitor of the project; that nothing new had been brought forward as scoping meetings; low attendance at scoping meeting in Sacramento; chemicals included in the rototone mixture; and the need for a DFG representative to work with the media.
DWR will work on mapping wells, groundwater testing, data collection and public outreach, well levels will be monitored.
DWR discussed that there would not be a need for a waste discharge permit if there is no discharge and that flows would be monitored.
Helen Burst reported that the economic study would work to establish a value of the Lake Davis trout fishery and look at effects on employment, income and tax revenue.
Request to see label of product used: Fran Roudebush explained that she wanted to be able to see the label of the selected treatment product and be able to research it prior to the treatment. Jim Murphy suggested a committee could be formed for the task, possibly including representatives from the local medical field.
Agency Reports:
USFS - Lynne Ingram reported that the spawning sign is finished and would be erected. She also reported that the campgrounds were closed.
DWR – Ralph Hinton reported that the lake is currently at 5765.56 elevation, 50972 acre feet, 3.13 feet higher and 9000 more acre feet than last year.
City of Portola – Jim Murphy reported that the City and the County were still working on design and funding for the treatment plant.
Plumas County – Jerry Sipe reported that he had met with Julie Cunninghameregarding hydrology and was looking at a 10 year monitoring program for wells.
Air Quality – George Ozanivich reported that the would be commenting on the NOP and hoped to avoid problems that happened in the past.
