Re:      Notes from the December 13, 2004 Lake Davis Steering Committee meeting, Portola City Hall

Present:  Ivan Paulsen (California Department of Fish and Game), John Heavin (U.S. Forest Service), Fran Roudebush (Steering Committee Chair), Jim Murphy (City of Portola), Kent Petersmyer (Grizzly Ranch), Steve Clifton (Leonard’s Market), Ralph Hinton (California Department of Water Resources)-by phone, Doug Rischbieter (CDWR) – by phone, John Ball – member of the public.

Fran introduced Kent Petersmyer, representing the outside city business representative (Grizzly Ridge Ranch) and the in-city business representative, Steve Clifton (Leonard’s Market).

Pike Update:  Ivan gave a quick overview of the past 4 years of work to the new SC members, Kent Petersmyer and Steve Clinton, and also a short update on DFG is doing at this time.  The 2004 field season has ended so there were no current pike updates.  Total pike captured for 2004 was approximately 13,130, compared to 13,598 for 2003.

Water Level Update:  Ralph reported that the elevation of Lake Davis is 5,762.46 feet, corresponding to 42,044 acre-feet.  This is exactly 2.0 feet lower than the same time last year.

Vacancy on Steering Committee:  Fran will place at article in the local newspaper stating that the SC is seeking persons who would like to volunteer their time and sit on the committee.  The individuals should represent an organization, so that they can be a conduit between the SC and their organization.  This is an effort to get more information out to the public at large.

Water Plant:  Jim Murphy reported that the City, County and GLRID have filed for grant monies to assist in building a new water treatment plant.  Arsenic well-head treatment is another alternative and could be funded by Prop. 50 monies, but they will not be made available until a pilot project has been completed.

Boat Ramps:  John Heavin reported that USFS is working with DBOW to solve the siltation problem which occurs each year on the end of the Honker Cove boat ramp.  He also said they lost the funding for the Westside road project this year but hope to get it back for 2005.

Director’s Visit:  Director Ryan Broddrick is scheduled to come visit the SC on Monday, January 31.  The SC, at its January 24th meeting, will put together a series of questions, etc. for Director Broddrick.  The SC would also like to know what his expectations are for them in the CEQA process.  The SC was also thinking of having key Portola business people address the Director regarding their concerns for economic impact.

New Business:  Steve C. asked about whether there are any concerns regarding cancer and the use of a piscicide.  This is an issue that will be addressed by toxicologist consultants.

Bill Powers requested an updated focus statement from the SC.

Kent asked Doug R. about the fishery in lower Big Grizzly Creek.  Doug explained that DWR does an annual survey on this section.  Ralph H. stated that he could check the DWR web site and the information should be posted there.

Steve asked Doug about the efficiency of the grater as the water level in the lake lowers.  Doug felt that it would still maintain its efficiency as water exiting the outlet pipe would maintain a high velocity, thus impinging fish on the grater and would be fatal to the fish.

Announcements:  Doug R. announced that he will be checking the grater in the next week or so and will provide an update at the next SC meeting.

Curtis Levine (DWR) is still experiencing shoulder problems from an injury in Augusts.  Hopefully he will be back in January.

Fran stated that the chair position for the SC would be determined at the January 2005 meeting.

The next Steering Committee meeting is set for Monday, January 24th,

Portola City Hall
