Re:     Notes from the May 24, 2004 Lake Davis Steering Committee meeting, Portola City Hall. 

A Note on the Notes:    These notes summarize the discussion, decisions made, and action items of the Lake Davis Steering Committee meeting.  They are intended for interested parties, particularly those who could not attend the meeting. They are not intended to be a transcript, analysis of the meeting, or to indicate agreement or disagreement with any of the items summarized, except where expressly stated.

Present:  Jim Murphy (City of Portola), Jerry Dollard, Julie Cunningham (California Department of Fish and Game),  Mike Morrison (CDFG),Ivan Paulsen (CDFG), Colleen Marsh,  Dr. Ron Tjeerdema (UC Davis), Kelly Hale (Plumas Co. Dept. Health), John Heavin (US Forest Service), Doug Rischbieter (California Department of Water Resources), BY PHONE: Ralph Hinton (CDWR) and Dr. David Spath (Depart. Health Services) 

Water Level Update:  Ralph Hinton reported that as of midnight, May 22, the water level was 5,765.90‘ and the storage was 52,000 ac. ft.  This level is approximately 1.8 feet lower than in 2003 and 6,000 acre feet less water storage.    

Discussion about Coalition meeting:  Jim covered the proposed agenda for the Coalition meeting to be held tonight at the Portola Station Baptist Church.  There was discussion regarding the different presentations and handouts that would be given at the meeting.   

There was also discussion regarding individuals from DHS and DWR who would attend to answer possible questions from the public.  Dan Flores from DWR will be there to address questions regarding water manipulation, etc.  Mike McNamara and Steve Watson from DHS will be in attendance to answer possible questions regarding role of DHS in a possible chemical treatment at the lake. 

Field Update:  There was a question regarding the number of angler caught pike this year versus the last few years.  Ivan related that we are seeing pike being caught incidentally by anglers but he did not have specific numbers for this year versus the last couple of years.  He will check with Lori when she returns from vacation.

Ivan also related that the last of the 2004 trout plants for Lake Davis will occur this week.  A total of approximately 35,000 rainbow trout were scheduled for planting in Lake Davis this year. 

Jim asked Ivan to check with the directorate about “What is the role of the Steering Committee during the process of CEQA preparation?” 

Options Discussion:  Julie has written a paper outlining various options which have been and continue to be investigated as to possible means of eradicating the pike.  The paper will also be handed out at the Coalition meeting. 

Discussion of Steering Committee Chair:  Tabled. 

New Business:  Jim Murphy stated that he had spoken with the Plumas County sheriff in regards to a local ordinance, Plumas County Code 10-1.18 that states that any person on an air mattress or inner tube who ventures more than 300 feet from shore must be wearing a PFD.  The sheriff’s office is now enforcing this ordinance. 

Jim M. stated that the Army Corps of Engineers will be project managers for the new water treatment plant if Federal monies are awarded for the project. 

John Heavin asked that the Steering Committee provide a letter of support to the USFS for improvement of the fishing access roads at Lake Davis.  Jim M. responded that he has the letter ready and will send out immediately. 

Colleen Marsh asked about the possibility of getting a chart that shows the annual runoff for Lake Davis so people can see how long it would take to refill the lake if it were lowered.  DWR has this type chart and will provide it to the Steering Committee. 

Kelly Hale stated that she would be attending the Coalition meeting and will answer any questions people may have regarding the last 5 years of well testing. 

Next SC Meeting:  Monday, June 7, 2004, 1 to 3 PM, Portola City Hall Council Chambers.  The meeting is open to the public.
