Re:     Notes from the April 5, 2004 Lake Davis Steering Committee meeting, Portola City Hall. 

A Note on the Notes:    These notes summarize the discussion, decisions made, and action items of the Lake Davis Steering Committee meeting.  They are intended for interested parties, particularly those who could not attend the meeting. They are not intended to be a transcript, analysis of the meeting, or to indicate agreement or disagreement with any of the items summarized, except where expressly stated.  :-) 

Present:  Jim Murphy (City of Portola), Jerry Dollard, John Heavin (U.S. Forest Service), Julie Cunningham (California Department of Fish and Game), Vivien Finch, Bob Baiocchi, Ivan Paulsen (CDFG), Mike Morrison (CDFG), BY PHONE:  Doug Rischbieter (California Department of Water Resources) and Ralph Hinton (CDWR) 

Project update:  Julie reported that 25 or 26 pike have been caught this season to date.  The spawn is happening right now.  20 trap nets have been set.  There was discussion about when the Department of Fish and Game would make a decision to eradicate the pike.  The letter from Secretary of Resources Mike Chrisman to then Steering Committee Chair Fran Roudebush indicated that a decision would by made “by the end of the year.” Julie reported that staff were continuing on the alternatives analysis and that it was her understanding that it would probably need to be complete before the Department made a decision to pursue a project.  The plan is to have the alternatives analysis complete for the Coalition meeting.   Preparation of an EIR would not take place until a project has been decided on.  

There was a discussion about taking formal minutes of the Steering Committee meetings.  The group decided to continue with the informal notes, perhaps with an added disclaimer. 

Formal invitation by Steering Committee to Plumas County Board of Supervisors:  Jim will work with Fran Roudebush (Lake Davis Coalition) to prepare a formal invitation to the Coalition meeting for the Board. 

Discussion about agenda for Coalition meeting:  The tentative agenda for the Coalition meeting was set:  (1) Introductions (Fran/Jim)  (2) Field Season Summary (Mike) (3) Alternatives Analysis (Ivan) (4) Water/Snowpack Report (Curtis Levine, DWR)   The meeting was set for the evening of Monday, May 24th at Portola Station Baptist Church. 

Alternatives analysis and EIR progress update:  Reported under Project update. 

Law Enforcement Plan for Lake Davis:  Ivan reported that a coordination meeting has been scheduled with the County Sheriff Office and California Department of Fish and Game law enforcement personnel on Wednesday, May 12th.  The idea is to further inform county personnel about the pike issue so that they can take a more active role in patrolling Lake Davis. 

Discuss Jack Herzberg accusation of threats towards residents who reside along Grizzly Creek below the Lake Davis Dam and FBI investigation:  Jack Herzberg had sent an email to Jim Murphy regarding this issue.  The issue stems from remarks made in jest at a Steering Committee meeting a couple of years ago.  Jack had reported the remarks to federal law enforcement personnel, and it was believed that an investigation had been conducted.   

Water/Snow Pack Report:  Ralph reported that the reservoir has a little bit more water in it than it did this time last year.  As of midnight, the water surface elevation was 5,765.84 feet, corresponding to 51,825 acre-feet.  This time last year it was at 50,608 acre-feet. 

Announcements:  The group will revisit the issue of Steering Committee chairmanship at the next meeting, since Fran is no longer running for Plumas County Supervisor.    

Julie handed out a draft letter to be sent to the mailing list regarding the Coalition meeting.  A few changes will be made.   

John announced that the boat dock would be put in at Honker Cove boat launch soon. 

The next Steering Committee meeting was scheduled for Monday, April 26th, 1-3 p.m. at the Portola City Council Chambers.
