ABOUT THE ART: Timothy Taylor of Mine Hill, New Jersey won the art competition for his depiction of a pair of redhead ducks swimming against a backdrop of tules. Mr. Taylor has been painting waterfowl since 1995 but this is his first time winning a duck stamp art competition.
